God, through Nehemiah 8:8-12 (The Holy Bible)
"And Nehemiah--the governor, and Ezra--the priest and scribe, and the levites
that made the people understand, said to all the people, "This day is holy unto
Yahweh your God; do not mourn, nor weep--for all the people were weeping hearing
the words of the law.
"Then, he said to them, "Go, eat the fat and drink sweet wine, and send portions
to those who have nothing prepared; for this day is holy unto our Lord; do not
be sad, for the joy of Yahweh is your strength.
"So the Levites stilled all the people, saying, "Be quiet, for this day is holy,
and do not grieve.
"And all the people went to eat and drink, and to give away portions, and to rejoice
with great joy, because they had understood the words that had been taught to them."
